Determination of Disability: Medical Opinion or Legal Definition?

The Administration reviews all the medical evidence you provide in support of your claim. An opinion from your treating physician that you are unable to work or that you have a disability, does not necessarily mean that you're disabled. Of course those who review your file and the trier of fact, consider the medical record and the opinions associated with, along with whether your disability is in accord with the listings.
The decision is ultimately a legal one. The definition of a disability is a narrow one.The Social Security Administration makes the decision based on the statutory language of the disability definition in determining your eligibility, and the overall review of your medical evidence.
